- A compensation fund will help clients recover money if they suffered financial losses because of dishonest actions by a licensed consultant after 23 November 2021.

Proposed Changes
- Asylum applicants would have 60 days to submit a complete application.
- Eligible claimants could receive open work permits earlier in the process.
- Documents intended for refugee hearings would need to be submitted much earlier than under current rules.
If approved, these changes are expected to take effect later in 2026.
3. Ontario Launches a New Immigration Stream
Ontario has completely redesigned its Provincial Nominee Program (OINP).
On 26 June 2026, the province replaced its previous immigration streams with a new Ontario Workforce Priority Stream.
Three New Pathways
Higher-Skilled Workers
- TEER 0–3 occupations
- Minimum CLB 6 language level
- Post-secondary education required
Essential Workers
- TEER 4–5 occupations
- Minimum CLB 4 language level
- Secondary school education required
Self-Employed Physicians
- Must hold registration with the College of Physicians and Surgeons of Ontario.
- Eligible to apply without a job offer.
Important Update
Ontario’s Expression of Interest (EOI) system is temporarily closed while the province upgrades the application platform. It is expected to reopen later this summer.
Applications submitted under the old OINP system will continue to be processed according to the previous rules.
4. British Columbia Opens Rural Healthcare Worker Initiative
British Columbia is accepting applications under a special one-time immigration program for healthcare support workers.
Application Period
15 June to 31 August 2026
Available Nominations
Up to 250 applicants.
Eligible Occupations
- Janitors
- Caretakers
- Heavy-duty cleaners
- Light-duty cleaners
- Security guards
Applicants must already be working for a public health authority in an eligible rural or remote community in British Columbia.
Because only 250 nominations are available, eligible workers should apply as early as possible.
5. Open Work Permits for Spouses of Quebec Skilled Workers
Canada has expanded its immigration policy for Quebec’s skilled workers.
Eligible spouses or common-law partners can now apply for an Open Work Permit.
To qualify:
- The principal applicant must have applied under Quebec’s Skilled Worker Selection Program (PSTQ).
- The spouse must have valid temporary resident status in Canada (or have lost status within the previous 90 days).
- The spouse must be included in the permanent residence application.
Applications submitted under this policy are expected to be processed within approximately 30 days.
This temporary policy remains available until 31 December 2026.
6. International Students Must Follow New Transfer Rules
International students changing colleges or universities in Canada should carefully follow the updated study permit process.
Depending on the situation, students may need:
- A new study permit extension.
- A new Provincial or Territorial Attestation Letter (PAL or TAL).
Students who transfer schools without following the proper process risk losing their legal study status and work authorisation.
IRCC expects eligible transfer applications to be processed in about 60 days.
7. TR to PR Applicants Can Still Apply for Open Work Permits
Applicants who submitted permanent residence applications under Canada’s 2021 Temporary Resident to Permanent Resident (TR to PR) Pathway may still qualify for an Open Work Permit.
This allows applicants to continue working legally while waiting for their permanent residence decision.
Deadline
31 December 2026
Eligible applicants should submit their work permit applications well before the deadline.
8. Canada Begins Planning Future Immigration Levels
The consultation period for Canada’s 2027–2029 Immigration Levels Plan ended on 30 June 2026.
The federal government is now reviewing public feedback before announcing future immigration targets.
Current plans include:
- 380,000 permanent resident admissions annually.
- 91,500 Provincial Nominee Program allocations across Canada for 2026.
Ontario received the highest provincial allocation, while British Columbia’s allocation has been reduced.
The government’s decisions over the coming months will shape Canada’s immigration programs for the next several years.
