Multiple programs being used to invite candidates for PNP draws

The (PNP) Provincial Nominee Program was first launched in 1998 during which the Canadian provinces welcomed only 400 immigrants using it, however because of its success the immigrants number has increased to 80,000 per year. It is also because the provincial government considers the PNP to be an effective way to promote economic growth in Canada that the number of PNP admissions in Canadian provinces has increased.

Except for Quebec and Nunavut, other Canadian provinces operate their own PNPs, and candidates who are interested are invited to apply through these programs. PNPs can also help those who want to get permanent residence in Canada get closer to their goal by helping them increase their CRS score like for example PNP candidates who have an Express Entry profile after receiving nominations receive 600 points which are added to their CRS score.

PNP draw results for each province for September 9-16

Prince Edward Island

On September 15, 142 candidates from the Labour and Express Entry streams along with five through the Business Work Permit Entrepreneur streams were invited by  Prince Edward Island thus issuing a total of 147 invitations.

If  Express Entry candidates want to be nominated by PEI then they are required to submit a separate Expression of Interest (EOI) to the PEI PNP.

Moreover, PIE’s points grid is the basis on which EOI profiles are awarded a score and, similar to the Express Entry (CRS) Comprehensive Ranking System, the candidates with the highest ranked are invited to apply through monthly draws.

Manitoba

This province used the Special Immigration Measure* – Ukraine program to invite 9 candidates on September 14.

The purpose of this program was to deal with the ongoing crisis in Ukraine along with the resulting refugees to act in partnership with IRCC’s response, the (CUAET) Canada Ukraine Authorization for Emergency Travel.

Furthermore, there is a baseline criterion that candidates must fulfill in order to be eligible for the program under the Manitoba Provincial Nomination Program. The candidates that receive an Expressions of Interest through MPNP are the ones who:

  • are a citizen of Ukraine

  • have a minimum of CLB 4 in each language band

  • have established connection to MB (close relative, family-like, community, previous employment or studies in Manitoba)

  • have a valid language test

  • score at least 60 points according to MPNP assessment criteria

British Columbia

The province of British Columbia used the (BC PNP) British Columbia Provincial Nominee Program to invite over 290 candidates to apply for PNP on 13 September. BC normally holds a PNP draw each week.

From among the total number of candidates invited, 227, were invited through a general draw from within tech occupations. Unlike the previous week’s draws, this draw had not specifically targeted candidates outside of the Metro Vancouver Regional District.

The candidates under the Skilled Worker and International Graduate categories and including Express Entry candidates were the main targets to whom the invitations were given along with Entry Level and Semi-Skilled candidates and the minimum SIRS scores ranged from 78 to 120.

SIRS is similar to the Express Entry Comprehensive Ranking System (CRS) but respective to the PNPs of British Columbia.

Targeted invitations were also held by the provinces for candidates working in the occupations mentioned below:

  • 27 early childhood educators and assistants (NOC 4214) with scores of at least 60 points.

  • 12 Healthcare workers with scores of at least 60 points.

  • Healthcare worker: Healthcare assistants with scores of at least 60 points

  • Other priority occupations with scores of at least 60 points.

Saskatchewan

On September 15 the provincs of Saskatchewan invited 326 candidates in total. Draws were targeted for a variety of NOC Occupations-In-Demand and through the Express Entry system. ‘

The 273 candidates who were given an Expression of Interest through the Occupation-In-Demand category, as well as the 53 Express Entry, invited candidates, had minimum scores of 60.
