Municipal Nominee Program is promised by Liberal Government for Canadian Immigration. Usually, the Federal Government and Provincial Government can select newcomers but for cities and towns it’s missing.
In the very beginning, the Federal Government used to deal with the Canadian Immigration System. Then Provincial Nomination Programs were introduced and they started selecting candidates for Canadian Nomination. They started to select people according to the needs of a specific region. Regional Pilot programs are also there to deal with labour market conditions.
Provinces have requirements according to the labour market so Municipalities need manpower. Municipalities are there to provide services to newcomers.

Liberal Government has allotted 5,000 for permanent residence visas. After the outbreak of COVID-19 pandemic, it was expected that this program could be postponed but it will be implemented soon.
Canada has almost 3,700 municipal governments which can invite candidates and get their program. MNPs will prefer candidates who are Canadian graduates and have job offers. Low skilled workers will be as important as high skilled workers.
It will work as evolution as it would offer municipalities to choose candidates to contribute to the community. Cities can fill labour shortage and increase cultural diversity.
