Labor demand

Immigration Minister Sean Fraser has announced a temporary new policy to tackle labor shortage problems and allow international students to work more hours.

Starting from November 15, 2022, until December 31, 2023, a new policy will be set for the purpose of allowing international students within Canada who have off-campus work authorization on their study permit to work over 20 hours per week off-campus while class is in session. This policy is also administered to foreign nationals who have already submitted a study permit application as of today in order to alleviate the labor demand within Canada.

The immigration minister of Canada, Sean Fraser announced these reforms a few days ago and explained its aim to fulfill the rising labor demand of the country along with handling the historically low unemployment rate which has dropped from 5.4 percent in August to 5.2 percent in September.

Currently, international students, who have applied to study in a Canadian immigration program that they are eligible for can work off-campus for up to 20 hours per week with this restriction being removed during scheduled breaks like summer and winter holidays to allow foreign students to be more capable of financially supporting themselves while focusing on their studies as well. It is also to allow these students to fill in some of the close to million job vacancies and somewhat reduce the labor demand in Canada.

Canada is globally accepted as among the top destinations that international students choose to go to which is clearly shown through the records of how many new international students have entered Canada within the previous years. In 2021 it hosted over 620,000 international students and this number keeps rising. Hence with the new policy being implemented, it is estimated that over 500,000 eligible international students will be able to work longer and reduce Canada’s labor demand. Canada has also increased its visa processing time by 23% compared to the previous years with it already having completed processing 452,000 study permit applications.

Moreover, according to the research done by (CBIE)  Canadian Bureau for International Education, many international students desire to stay in Canada after the completion of their studies.  Therefore the IRCC has made many efforts to help students achieve this goal by providing them with opportunities to gain Canadian work experience which will make it easier for them to integrate into society along with using it as a method to gain merit which can help them in getting permanent residency. An example of this is the PNP and CEC programs which allow applicants to take the first step toward becoming permanent residents and similarly, there are many other programs within Canada meant for the same purpose. This is a strategy adopted by Canada in order to attract more talented youths and make them part of the country’s workforce to further develop the countries economy and fulfill labor shortages.
