2022 has been a year of many new developments in immigration for Canada let us take a small look at some of the major changes.

The Immigration system of Canada has gone through many significant developments in the previous year as the country slowly dealt with the effects of the COVID-19 pandemic.

The (IRCC) Immigration Refugee and Citizenship Canada have continued to assess the needs of Canada’s economy and society with the help of immigration and at the same time has been yielding new and important developments that have had a significant impact on Canada’s Immigration system. This is expected to cause drastic changes to the Canadian Immigration system in 2023.

Major Changes that occurred in 2022

The Immigration Levels Plan

The introduction of the new Immigration Level Plan was perhaps the most significant announcement of the year and is likely to have the greatest impact on the immigration system of Canada. The announcement regarding the new Immigration Level Plan was made by the IRCC on November 1st to welcome newcomers over the next three years. With the changes made to the immigration system, Canada is aiming to admit more than 1.45 million newcomers between 2023 till 2025. These newcomers are to be accepted from the economic, family, humanitarian, and refugee class streams.

Moreover, in accordance with the Immigration Level Plan Canada will increase its annual number of immigrants to 500,000 in 2025 along with setting (PNPs) Provincial Nominee Programs to overtake Express Entry as the main economic immigration pathway of Canada.

Restarting the Express Entry in 2022

Another major change was the restarting of the Express Entry in July 2022 since it was postponed on December 2020. This development was also a turning point in COVID recovery for Canada.

The Express Entry system of Canada is comprised of three programs which are the (CEC) Canadian Experience Class, (FSWP) Federal Skilled Worker Program, and (FSTP) Federal Skilled Trade Program. All these programs are used by Canada to welcome a large number of economic immigrants every year.

Increase in duration of working Hours for International students

International students are now allowed to work for over 20 hours a week during weekly school sessions. This change was implemented on November 15th, 2022, and marked a huge change for international students in regard to their employment conditions. Although this policy is only temporary until December 31st, 2023 but as long as it is in effect students are allowed to work for an unlimited number of hours during academic semesters in part-time work off-campus. The main reason behind Canada making this policy is to deal with the historic labor shortage so that international students can fill in vacant positions that students regularly occupy (e.g.: food services, retail, and hospitality sectors).

Changes made in NOC2021 and increase in eligibility for Express Entry

Canada implemented the new NOC 2021 on November 16th, 2022 which is used to classify and describe occupations.

In the new NOC2021, the changes were mainly regarding (TEER) codes Training, Education, Experience, and Responsibility. At the same time, another change included 16 new occupations becoming eligible for the Express Entry system while three of the original ones were removed.

Further attention was drawn towards these changes due to the unintended glitches which have followed NOC changes to the IRCC system and have caused problems for some Express Entry candidates.

Express Entry aiming for targeted draws in 2023

Moreover, Another major change was Bill C-19 which was passed on June 23rd in both houses of parliament. Due to the provision contained within the Bill, the immigration minister was able to create groups within the Express Entry pool. These groups were based on policy aims (like in-demand occupations), and issue (ITAs) invitations to apply to these groups.

This Bill was created for the purpose of providing further leverage to the Express Entry system so that it may address Canadian labor market needs. Although this new policy change helps Canada better meet labor shortages, it represents a move from the system of issuing ITAs, based on Comprehensive Ranking Scores (CRS) that is currently in use.

Broad trends moving into 2023

These changes are likely to have a great impact on the immigration system of Canada in the upcoming year. Some examples of these changes may include the following:

  • Renewed efforts to welcome newcomers to wider parts of Canada.

  • A trend of targeting specific professions for immigration.

  • A continued move towards maximizing the potential workforce in Canada.
