Canada releases its Immigration Levels Plans to serve as a guide for the number of immigrants Canada aims to welcome from the present till 2025.
Just recently, Canada released its newest Immigration Levels Plans for the upcoming years of 2023-2025. In accordance with this plan Canada aims to admit 465,000 new immigrants in 2023, this target will increase to 485,000 new immigrants in 2024, and finally, it will further rise to 500,000 new immigrants in 2025. Canada had already broken its previous all-time immigration record by welcoming 405,000 immigrants in 2021 but now it appears that Canada plans to surpass even that record this year by welcoming 432,000 new immigrants
The rise in Express Entry and PNP applicants
A majority of the immigrants who gain (PR) permanent residence in Canada, do so by immigrating through economic class programs like the ones inside the Express Entry system or through Provincial Nomination Programs (PNPs).
With the new immigration plan increasing the target for new immigrants being welcomed in Canada the targets for Express Entry landings (principal applicants, spouses, and dependents) will be increasing. The rise will be as follows:
82,880 in 2023
109,020 in 2024
114,000 in 2025
Similarly, the PNP will also be increasing the number of targets from the economic class immigrants as follows:
105,500 in 2023
110,000 in 2024
117,500 in 2025
Higher PGP admissions
The PGP is a family class sponsorship program that is also the second largest permanent residence class set out by the Immigration Levels Plans after the economic class programs. This is mainly because the IRCC has the mandate to reunite families. In the family class immigration programs Canada allows applicants to be sponsored for permanent residency by family members such as a spouse, partner, children, etc, and with the new Immigration Level Plans Canada aims to welcome around 80,000 new immigrants each year under Spouses, Partners, and Children program while the target of new immigrants will rise to be increased to 28,500 in 2023, then 34,000 in 2024 and finally 36,000 in 2025.
Refugee and humanitarian class targets to decline
Canada has long since had a reputation for helping Refugees and displaced people escape from unsafe situations by offering them asylum in Canada therefore the Refugee and humanitarian class immigrants also have an allocation under the Immigration Level Plans.
There are currently high humanitarian class targets in Canada due to the country trying to complete several campaigns like the welcoming of around 40,000 Afghanistan refugees.
According to the new Immigration Level Plans Canada aims to accept 76,000 new immigrants from the refugee class in both 2023 and 2024 then this target will increase to 72,750 in 2025. As for the humanitarian class, the target will be decreasing from around 16,000 in 2023 to 8,000 in 2025.
