Ms. Cirson emphasized the importance of shifting our attention to rewarding local councils that meet the housing needs of the community and shaming councils that refuse to support the state’s growth goal.

She claimed that throughout the previous ten years, policymakers had been hesitant to step in when the delivery of extra housing fell short of what was needed.
